In Shiga Prefecture, Lake Biwa, the largest lake in Japan, occupies about one-sixth of the total area, and the prefecture has a unique characteristic not seen in other prefectures, with 19.7 % of land use consisting of water surfaces, rivers, and waterways. Using Lake Biwa as a reference, there are general regional divisions: the Kohoku, Kosei, Koto, and Konan areas. However, there are almost no golf courses in the Kohoku and Kosei areas, and nearly all of the more than 40 golf courses are concentrated in the Konan and Koto areas, which offer good access from the Kyoto and Osaka regions.
It is smooth to access golf courses in Shiga Prefecture by car from the Kyoto and Osaka areas. Since Kyoto flourished as the capital since ancient times and has many historical buildings, it was not possible to secure a number of golf courses proportionate to its population size. For this reason, many golf courses were developed in the Konan area of Shiga Prefecture. Numerous golf courses are scattered around the interchanges of the Meishin Expressway, Shin-Meishin Expressway, and Keiji Bypass.
In Shiga Prefecture, golf courses with good access from Kyoto City are highly popular. Otsu Country Club East Course and Otsu Country Club West Course, located about 10 minutes from the Kasatori Interchange on the Keiji Bypass, have separate clubhouses but share adjacent grounds with a combined 45 holes: 27 holes on the East Course (Nango, Amagase, and Ishiyama courses) and 18 holes on the West Course. Due to their high capacity and attractive course layouts, many golfers from both within and outside the prefecture visit these facilities.
